I uninstalled my Ubuntu & loaded Debian same result (using Windows 10 19042 ATM).

The key thing to check for is if the networking adapter that handles this stuff is live & has activity it's based on the same stuff they use for Hyper-V switching & access. IPv6 is a red-herring when it comes to banal networking issues I think at this point Windows has supported it longer than it didn't.
